The test lamp incorporates a continuity tester attached to the test lead. This allows rapid convenient proof of the continuity of the test lamp circuit, showing that neither bulb nor fuses have blown. The MTL9c has an LED built into the lamp body, to show voltage presence even when the bulb filament has failed.

Test lamps should always be proved safe, both before and after use. This can be done by testing on a known live circuit, using the continuity tester, or through the recommended proving unit (PD690). - click link
